problem with ACLs on upgrade and re-install

When I reinstall or upgrade CiviCRM (reinstall is needed when moving between live & test servers), CiviCRM overwrites the access ACLs already set and puts them back to defauls. This is becoming a PITA as I have to reset them to what I need.

Can this be altered please to leave the ACLs as is not reset them to default
