Download iCalendar File

We are registering people for a civievent from the back end, since the event is not public yet.  Civi is sending out registration emails with the Download iCalendar File link embedded.  The iCal file contents are like this:
Code: [Select]
BEGIN:VCALENDAR
VERSION:2.0
PRODID:-//CiviCRM//NONSGML CiviEvent iCal//EN
METHOD:PUBLISH
END:VCALENDAR
That's it, no details at all.  The body of the email contains all of the correct data, like the name, the date and time, etc.  However when people click on the iCal link they often get an error from their calendar program, so they are confused about what is going on.  Is there a config setting I missed?
