Available States and Provinces

Hi, I have set up a profile in Civicrm to appear in Drupal registration form. The Default Country is set to Australia and I have left 'Available States and Provinces' blank as it say it will automatically select the appropriate states for the country selected... this however is not happening an d a complete list of states is appearing???

Any ideas how to change to localisation?

If you don't select anything in "Available States and Provinces", you will get all the states.
