Can a bulk emailout trigger activity to make ph calls

If we set up a mailout to a set of contacts, can CiviCRM schedule the next step - to phone them?  If it can, is there a way to spread the work to make those follow up phone calls amongst a few staff?

Not directly, but you could use the survey functionality and distribute that among a few of your staff to make the needed phone calls.

If you have development resources, would be great to help make the "phonebanking" aspect of civicrm a lot better
