Tracking new memberships and renewals - workflow

Hello,

I need to figure out a way to track new memberships and renewals. Every month, we send a list of member cards to be produced to an external supplier. To do this effectively, we need to keep track of new memberships and renewals that have occurred since the last batch was sent out. Here's the workflow I'd like to put into place:

new or renewal membership confirmed -> flag user as needing a member card

at end of month, export flagged user info to csv file and send to supplier -> flag users as "card production in progress"

once supplier confirms cards are in the mail -> flag users as "card sent" and send e-mail to these users letting them know their card is in the mail

How can I do this with Civi? I've been looking into smart groups, but I'm not sure it'll work.

Anyone ever done something like this before?
