Multilingual Headers, Footers, and Automated Messages

Is there a way to achieve multilingual Headers, Footers, and Automated Messages without hacking CiviCRM?
I'm mainly interested in multilingual Automated Messages (e.g. subscribe message).

These fields have been multilingual in older versions, but since version 3.4/4.0 they are monolingual.
The suggested workarounds have not been working in version 3.4.3

and after a short test it seems that it is also not working in version 3.4.7.

As this is essential functionality for multilingual installations and there are no bug reports about it, I reckon there must be a workaround.
If there should be no workaround, I'm willing to provide a patch to fix this problem, but as I'm maintaining all my CiviCRM installations on a voluntary basis for nonprofits, I would work on this only if it has a chance to go into core, saving me to do the work for every update.

I didn't find the time yet to implement a workaround so I stick with version 3.3.6 for multilingual installs
