CiviCRM 4 crashing on UpdateAddress

I just upgraded from 3.4 to 4. Now, whenever I try to run UpdateAddress.php, it crashes on

require_once 'CRM/Core/Config.php';

have I missed a setting somewher?

It's amazing what typing a question can do.  :)

I found my problem as soon as I posted. I had a very old value in settings_location.php. Now that I've fixed that, all is well.

I don't remember ever creating that file, though. How does it get created?
