Word replacement wiped clear when localization set to follow CMS + n domains

We have a national charity that has a bilingual French/English site. They have two different domains, one Drupal db, one CiviCRM db. One domain ID set in Civi. One French site / one English. They are using CiviCRM 3.4.7

The word replacements set in the English don't show up in the French. And when going to the word replacements settings in either domain will overwrite the settings in the other. In civicrm_domain - where the replacements are stored - they are wiped clean each time I go from one domain to the other and save some word replacements.

The localization setting was to follow the CMS language switching. When I finally turned it off and tested again, the problem with wiping the word replacement matches across domains disappeared.

Is this a feature or an error? And if it's a feature why isn't it documented?

Also: when trying to translate a word such as "Continue >>" it throws an error.

definitely a bug if word replacements get wiped out :( Would be great if you can investigate and figure out a patch. you might want to ping mathieu (bgm) on irc if you want to discuss etc. I think the project needs to form a multi-lingual and i18n/l10n group of developers that can help improve our existing set

Note that in quite a few cases many features are not documented, so i think a better queston might be: "How can i help and where is the right place to document this feature and help the project  :)
