finally got cron command right
made sure I was logged in with correct username and permissions
verified correct time zone

But now mail is sent only when send immediately is checked.

Has anyone else encountered this problem? What am I missing?

Is your CiviCRM 3.3? Do you see any output from the cron job? How long after it's scheduled have you waited?

Consider updating if your version is not 3.4.8
