Why does it need SUPER priviledge?

Hi,

Why is this necessary to grant SUPER (that needs to be granted on all the dbs and can't be restricted to only civicrm_tests_dev)?

I'm not too keen of having a super user where the login password is going to be a param of a shell that's supposed to be run often.
