hello and sorry for the bad English

so... trying to understand how civicrm permissions works i came to conclusion that the interface can help by changing the default order of 3 fields in the management ACL form

now is:
1. Type of
2. Data [Groups/Profile/Custom/Event]
3. Operation
4. Role

but if it like: WHO do WHAT to WHO
1. Role
2. Operation
3. Type of
4. Data [Groups/Profile/Custom/Event]

changing order between Role and Type of/Data the form fields are placed in a more logical order because Role field:

a) it contains data that the user must first create before continues to the other fields bellow
b) at the top usually we represent the authority over the base (bottom) (Type of/Data)
c) it maches with human text languages:

is more logical to read:
(Role:) Doctors
(Operation:) Edit
(Group:) Patients
(Description:) Doctors can Edit the Patients

than this:
(Group:) Patients
(Operation:) Edit
(Role:) Doctors
(Description:) Doctors can Edit the Patients
