Looks like a minor bug.

If you don't have an extensions directory set in [Administer CiviCRM] >  [System Settings] > [Directories] then when you goto  [Administer CiviCRM] > [Customize Data and Screens] > [Manage Extensions]  you get the following message:

Your extensions directory is not set or is not writable. Click here to set the extension directory.

If you click on "here" you get sent to the [Settings - Upload Directories] page. After updating your details clicking on save will send you to this broken link:

http://sandbox.joomla.civicrm.org/civicrm/admin/extensions?reset=1
When saving [Administer CiviCRM] > [System Settings] >  [Settings - Upload Directories] you get sent here:

http://sandbox.joomla.civicrm.org/administrator/?option=com_civicrm&task=civicrm/admin&reset=1
