Getting "access denied" when trying to create new price set

I have the role "admins" which has all privileges ticked. When I try to create new price set, I get an "access denied" message. If I log in as the user "admin", I am able to create the price set. There seems to be something missing here in the permissions settings.

CiviCRM 3.2.3

Is there anything else I can add here to describe the problem? Why can't I create a new price set?
