Trying to move a set up from one location to another (same server)

I have followed the how-to on migrating but I am always getting this error:

Fatal error: Class 'CRM_Core_Menu' not found in /site/location/sites/all/modules/civicrm_theme/civicrmtheme.module on line 14

I have tried this on a testing server and live but still get the same result every time. Can't put my finger on what I may be doing wrong, unfortunetly after exentsive googling I can't find anyone who has had this problem before.

Would appreciate any help.

Disabling and re-enabling CiviCRM Theme module seemed to have done the trick, did a few other things but I THINK this is what gave it a kick.
