Configuring Available States for Addresses

I'm using CiviCRM 1.9.x with Drupal 5.x. I want my website members to be able to enter two addresses. One of them will always be in Australia, the other can be anywhere in the world. I'm wondering if there's a way to configure CiviCRM such that the drop-down list for the State for the first address can be limited to just Australia states, while the drop-down list for the State for the second address can be for any country. I've tried localizing the State field, but this seems to give me one or the other. (I'm using Custom Fields / Profiles by the way.)

This is not possible using default CiviCRM. You'll have to do some serious hacking of the code to make this happen.
