Adding fileds to a default set of data fields

I know I can create sets of custom data sets/fields for legacy data that doesn't have a field in Civi, but can I add a new field to an existing set? for instance for a Contact Type, I'd like to a some additional fields to the "Communications Preferences" set without creating a custom set. Is this possible? I can't find where to do that.

This is not possible w/o some coding / customization. I think folks have done this fairly easily by:
- creating the field(s) in a custom data set
- appending a jquery snippet which moves your custom field to the place you want it shown in the form
