Additional Registrants status

I have an interesting scenario that I think is likely common enough we should devise a formal solution.

An event is setup allow multiple registrants. The fees are "per organization" -- which means the first person chooses the fee options and all subsequent contacts attend at a free rate.

The problem we're running into is that we're using pay later, which means the first person owes $$$ and is correctly marked "pending pay later" -- but all additional contacts are marked completed/registered because they don't have any payment obligations connected to their record. What we would want/expect, is for the status of the additional participants to be tied to the first participant. In other words -- all are pending until the full registration obligation is met.

Thoughts? Do others have this scenario? Is it worth building some kind of option into the system so you can tie the registrant statuses together?
