Zero amount contributions - now disallowed - should they be?

I have a situation where a client wants to enter zero $0 contributions on the backend as an administrator.  The use case is that sometimes people make "in kind" gifts to a charity organization that are later determined to have zero value.   Example: blankets later found to moldy and must be thrown in the trash, shoes that are not in good enough condition to be resold, etc. 

However, the organization still wants to record in the database that a contribution was made, even if it ended up in the trash.  Entering a value of $0.01 is their workaround, but this is not good for tax purposes and reporting - it makes the reports inaccurate somewhat.

Zero contributions (IIRC) used to be allowed.  As of 3.4.8 they are not.  Was this decision intentional - if not can we bring $0 contributions bacK?

I just ran into this.

I wanted to create a form for online page charges for our society's journal.  The page charges are voluntary, so an individual should be allowed to enter a zero amount.    But this appears to not be allowed.

While I haven't explored, what happens if a discount code leads to a zero amount  (i.e. coupon for free membership)  will that also be disallowed?

I was able to make a zero $0 contribution here :

I can make a zero contribution if 0 is one of the possible options, but 0 was not acceptable in the  other amounts field, even with the minimum being 0.0
(that provides a solution to the problem of allowing zero contributions)
