Here's a feature request that came up recently for which I believe a lot of the infrastructure already exists:

As described at http://forum.civicrm.org/index.php/topic,15784.msg67673.html#msg67673 (which is more aimed at providing membership tokens in emails, a per-requisite for this feature):

After a 'Find Memberships' search you have 4 options

1 Batch Update via profile
2 Delete Members
3 Export Members
4 Send Email to Contacts

Extend action #4 to 'Print or Email Contacts'.  Note that this process is available after 'Find Contributions' (though you don't get to choose a template - that's another request for another time).

Ideally, you could perform the search, choose a template (this is not possible in 'Find Contributions') and then choose one of the below methods (each respecting the contact's communication preferences):

1 Email all contacts that have a valid email address
2 Create a PDF letter for all contacts
3 Email those with a valid email address and create a PDF for the remainder
