Expansion of Dashboard Default Layout

I think it would be a good idea to expand the Dashboard Layout system to ideally allow any number of columns/rows without custom code or editing of CSS and TPL files.  If not could the code be modified to allow 3 rows? First row is a single column, second as the 2 column and third as another single column so that pretty much any basic layout you can think of could be created.  The second request being the easier of the two and the first maybe require a MIH campaign?
