Admin cannot edit custom data ever?

I created a profile of custom fields for a contribution page. A user fills out some of the data. I want admin to fill out the rest and or edit the data the user entered. I can find no way in civicrm for administrator to edit contribution page data. Is this impossible?

I had to create a new ACL for the profile, and then the fields became editable by administrator in the user contact screen
