Installation Problem with [DB Error: connect failed]

Installing CiviCRM version 1.9 with Drupal 5.3.

Automatic installation, I have changed the paths and URLs in the config scripts.

Firstly, a minor problem,  I cannot get access to the 'tick box' for civiCRM in the Drupal Modules configuration as it is in the background, although showing a tick.

The main problem is, however, that the system stops and gives the error ;

db_error: message="DB Error: connect failed" code=-24 mode=callback callback=CRM_Core_Error::handle prefix="" info=" [DB Error: connect failed]"

I am sure there is a simple answer in the documentation somewhere, but I cant find it.  Can someone relieve my misery?

what url are you trying to access?

you might want to install civicrm first using the instructions at: http://wiki.civicrm.org/confluence/display/CRMDOC/Automated+Installer+for+Drupal

and then try to enable the drupal module.
