CiviGrant Menu items?

When I enable CiviGrant in the d7 sandbox, there is no top level menu item for CiviGrant. There used to be 3 subitem under Other.

Actually, after CiviGrant is enabled, no Grants tab appears on the Contact Summary page either, suggesting that enabling the component did not work properly.
