I do not have a /var/www/drupal/sites/default/civicrm.settings.php after copying the content of civicrm-4.0.8-drupal.tar.gz to the correct Drupal 7.12 directory.

What content should my file have? Or how should I install this module different so that the config file is there and correct?

I did find a file which looks like a template file  /var/www/xxxxxx/sites/all/modules/civicrm/templates/CRM/common/civicrm.settings.php.tpl

Should I use this one and how to configure it?

Excellent, you shouldn't have one.

I asked because of this error:

If you will look above, I sent you a link. This is the manual for installing CiviCRM. You are going to have to read the manual and follow the directions precisely, step by step. Please note in particular step 5 Run the Installer. Until you do that, it should not be surprising that it does not work.
