I have a best practice question. When we do a bulk mailing we usually send around 40,000 emails at a time. Is it best to use SMTP with an outside provider? We currently have it set up that way. If we use SMTP do we need to set the mailer batch limit, mailer job size etc? or is that all done through the SMTP and something we wouldn't have to worry about on our end?

You need to set all of these on your site. Your SMTP provider may be able to also throttle on their end, but generally speaking, it's best to set this on your end so as not to risk overusing resources on either end and causing errors.
