Omit notification email on change of participant state

Hello everybody,

today unpleasant things happened to our surprise. We tried to manage the participation of an event with offline registrations only. Users were invited by letters and shouldn't get an email when set on the waitinglist at the same time. This could be done by unchecking the radio button when filling out the offline registration form. Everything was fine, nobody was informed by email.

Owing to circumstances some users should be set to state cancelled without informing them about this. But unfortunately emails were sent in the background when doing so and there was no chance to omit this.

Does anybody know how to omit notification emails on change of participant state?
