Contribution Receipts - offline

When I enter a 'New [offline] Contribution' and check the box for 'Send Receipt?' I get the message:

“Sorry. A non-recoverable error has occurred.

No such message template: option group msg_tpl_workflow_contribution, option value contribution_offline_receipt.

Return to home page.”

When I look under 'CiviCRM » Administer CiviCRM » Message Templates', the 'Contributions - Receipt (off-line)' seems to be present and active.

Am I looking in the wrong place? Any hints would be appreciated.
