On some other components, it's possible to add a cid=0 to force an anonymous visitor. Is this the same on webform?

Rationale, using it by admins to register other contacts/activities.

Yes, version 2.4 adds support for cid=0.
You can also set this behavior on a per-form basis under the "Additional Options" tab, then you don't need the url arg.
