Mailing Template permissions

Is the mailing template an administrative task? Can we set permissions for users to use create mail templates and the mail headers and footers themselves? I have all of the mail settings granted, but the user cannot see the mail template menu option.

In the current versions no.

Would be good to create a set of mailing permissions to allow folks to send civimail only and customize templates / footers etc

a code contribution would be great
