Labels - not all appear on pdf but no-one is Do Not Mail

We have just transitioned to 4.0.1  When I select a group of 65 people, action Mailing Labels and keep the tickbox checked for Do not print labels for contacts with "Do Not Mail" privacy option, only 16 labels appear... but none of the 65 are Do Not Mail.

If I uncheck the Do not print labels for contacts with "Do Not Mail" privacy option all the 65 appear on labels.

This makes no sense so I'd value your thoughts.  Thanks!

We resolved this by going into each separate record that was not appearing as a label and clicking Edit and Save.  This has worked, but I have no idea why!
