Import without Names or Emails

I am working with several campaigns and am finding the requirement for First/Last name or Email address to be cumbersome with imports. For instance, when we get data on who has voted, we only get ID fields (same goes for DO NOT CALLS being only phone numbers).

I am wondering if there is a way to turn off the requirement for Names/Emails for an import to work? (Currently using Civicrm 4.08 and 4.11). I understand the logic of this requirement as a default, but it would be ideal if it was able to be turned off.

Can you take a look and see what changes need to be made to enable the below. I suspect if the entire import is an update, then the first/last or email can be bypassed

If you are importing only ID numbers, it is possible to bypass CiviCRM's import feature complete and import CSV files directly into the MySQL database using PHPMyAdmin or the MySQL command line.

You would want to practice, and make backups, but I have done this and it is possible.

It is a good idea to let CiviCRM auto_increment the id field, and import only the data fields you need into the civicrm_contact table
