adding new countries and modifying states/provinces

My client needs Wales and Scotland adding in to the countries list.

So I inserted the two rows in the civicrm_country table in the DB (iso codes set as null, region code as 1). Then I went into the civicrm_state_province table and amended country_id values appropriately so that Welsh counties were linked to the country id for Wales, etc.

In the front end I went into the localization screen and could see the new countries in the drop down for the default country. I had the 'available countries' section set up such that all countries were on the right hand side, as a bug in previous versions meant you had to do this. So I added my two new countries to the list on the right, and the same for the available states/provinces section below.

Result: my new countries did not appear in the list when creating a new record, editing a record, or in the search.

Much scratching of head, clearing of caches, deleting of the contents of templates_c, and logging out and back in later (all to no avail) I try moving all of the countries in the 'available countries section in the localisation settings over to the left hand side, and voila! My new countries now appear where I need them.

Don't know if this indicates a bug, or whether this is expected behaviour?

I added the UK home countries and reassigned the counties, then moved them from left to right in localisation, but without any subsequent problems (so far...)
