Ckeditor with custom toolbar function

Re-Hi

I have create a new config.js for ckeditor for have only the useful button,

but nothing change when i use the config.toolbar_Full
and if I create one other type of config nothing appear (config.toolbar_Custom)
only the other basic function (config.toobar_Basic)
what is the way to have a custom toolbar
