The Joomla has been updated to 2.5.4.  The log reports no additional entries for this subsequent error:

I changed the owner execute on both files, with the same result.  Then I changed the group execute with the same result.

Nothing reported in the server log file.

The problem was very illusive, but I found out what it was.

I was installing this client site under another development environment in a staging folder.  The development site was protected by Open Source Excellence Security Suite.  So it was blocking certain areas of the site.  I did install CiviCRM with it activated so it probably did not allow CiviCRM install correctly.  What I did was deactivate the security and then install it.  I will activate it again after installation and see if everything works fine after that.
