Creating Smart Groups when the search result is empty?

How can I save a Search Builder result as a Smart Group if the result set is (currently) empty even though it won't always be?

I get a "No matches found" message, with one of the suggestions being to add a new individual, organization, or household.

The reason I'm trying to pre-define smart groups is that I am working on a template that will be cloned for multiple sites.  It seems kinda silly to create dummy entries just so I can create/save smart groups, only to delete the dummy entries when I'm done.

I'm afraid dummy entries are the only way to go here.  Sorry.
