civiCRM 3.4.8 - PayPal Standard - No Transaction ID after successful payment

We have a contribution page set up to work with our PayPal Standard account. When the contribution page is completed, we see a successful deposit into our PayPal account, along with the civiCRM invoice ID.

But we see the transaction flagged as "Pending (Incomplete Transaction)" in the Find Contributions list.  This is after we've clicked on the "Return to site..." link on PayPal after having made a successful payment.

Logic tells me that I should instead see the transaction has complete, and presumably see a value in the TransactionID in the contribution details.

Can anyone explain why this isn't the case?

Would using PayPal Website Payments Pro resolve this, or is this a bug in 3.4.8?

in general the paypal ipn comes a few micro-secnds - a few days after the transaction is complete

for some types of payments (intl and echeck) the successful ipn can come after  a week

In my case it was because the Paypal account had been configured to add VAT and I had Civi set up with ex. VAT prices. This didn't work for the IPN as the amounts didn't tally so although the IPN was working beautifully, Civi was not doing anything useful with it.

The simple fix in order to get the amounts to tally between Civi and Paypal is to turn off the VAT facility within Paypal, and make the pricing within Civi inclusive of VAT. This makes the numbers tally and so the IPN from Paypal is accepted by CiviCRM, so it works.

But without the tax analysis, the confirmation receipt sent to the user is of no value for their records, and we are still having to manually produce and send tax receipts/invoices to everyone, soaking up admin resource.

The ideal solution would be for CiviCRM to have the facility to handle sales taxes such as VAT, such that admins could specify tax rules within CiviCRM, set up event and membership pricing as nett of tax figures, such that end users can clearly see what they are paying exclusive and inclusive of tax, and get a valid tax invoice/receipt when they make their payment.

I've seen a few posts on the forum indicating that this type of facility would be quite widely welcomed. I guess it needs someone to champion the project and put up some significant initial funding to make an MIH a realistic proposition?
