Importing contacts and groups from ACT

Our current Database is in ACT!. We are using many groups (about 400!)

How can I import my contacts from ACT into CiviCRM, with the group structure and with the groups still filled with the same contacts?

I don't think you can do this with the built-in Import - since you can't include group membership in the row data.  And... given 400 groups, separating the contacts and importing one group at a time seems problematic.

Perhaps a combination of using the built-in import, exporting the internal contact ID's and then using them to seed a custom script which adds contacts to their groups via API is the best option. If you put this together - please post back details and a copy of your script here.
