How do I make new contacts automatically part of a group?

According to the wiki page: Multi-Org+Installation+Example
(I sadly can't post a link to it)

It says that after a mystery step:
"Contacts created by a user with permission only on the MyStateOrg1 group will automatically be placed in the MyStateOrg1 group"

However after setting up ACL in CiviCRM, UserA can only add contacts to groupA and no other group. However the new contacts userA creates aren't automatically assigned to groupA. This means that if userA creates a contact without assigning it to groupA it falls into a black hole.

How do I make new contacts automatically part of a group? According to this documentation it's possible. However the documentation is incomplete and out of date.

Can you confirm you are doing a multi-org set up since you then refer to ACL? Multi-org is a particular set up for wiring multiple Drupal sites in to a single CiviCRM.

The setup isn't a multiorg setup. CIVICRM_DOMAIN_GROUP_ID wasn't edited.

However the multi-org documentation implied that there was a way of editing the ACL such that "Contacts created by a user with permission only on the MyStateOrg1 group will automatically be placed in the MyStateOrg1 group"

So my question is how do I set things up such that this will happen?

You have lost me here then. You are not using multi-org but you are referencing multi-org documentation and then saying why doesn't this work?
Or are you saying that you understand this is possible under multi-org but is it possible by some other route - ie that the new Contact gets added to a specific Group based on who created the new contact?
If that is the question then afaik the answer is no unless the DB records (eg in change log) who the 'user' was when a contact was created in which case you may be able to build a Smart Group off that but expect some coding will be required.
