CiviCRM Missing from Drupal Administration menu after move to new server

I moved my installation from my testing to the production server. I followed the instructions in the wiki: http://wiki.civicrm.org/confluence/display/CRMDOC41/Moving+an+Existing+Installation+to+a+New+Server+or+Location. Everything has seemingly worked well except for the fact that the CiviCRM option is missing from Drupal Administration menu. I can login into Drupal and manually go to http://mysite.com/civicrm. I could also put this on my shortcuts bar but I was wondering if it could be fixed "properly".

I did run the suggested admin links and they came back with success messages:
http://<drupal_site>/index.php?q=civicrm/admin/setting/updateConfigBackend&reset=1 (I also hit the clear caches button on this page)
http://<drupal_site>/index.php?q=civicrm/menu/rebuild&reset=1

Did you try flush all caches for Drupal in the admin menu?

Hi Hershel,

Thanks for your response. Yes, I did but I discovered that my menu had lost ALL it's drop down links and CiviCRM was there but had moved to a drop down...
I am pretty sure it was a top level Admin menu option before but I am loading a new test machine (due the the death of the old test machine) so I can compare the fresh install again...

This has happen to me to after upgrading. I followed the instructions to a "T", and now no CiviCRM Admin menu. I cleared all caches, and changed theme to Garland, still no luck. The issue is no .js files are loading. I cannot use any navigation that involves JS. For example, I cannot edit any events as the navigation needs Javascript.

Help?

Can you look in Firebug for Firefox and see if there is an error? Or if the files are not found? Look in the Console and Net tabs.
