Help! My stupid web host changed my home directory name

This morning I logged into my civicrm site at www.fairhousingtennessee.net and got an error message (which has disappeared in favor of a new one since I've been working on this).  The message indicated missing files, so I set about to reinstall civi.  I believe the version I installed is newer than the previous one, so I've been using the upgrade procedure.

The first error when I started the upgrade script was that the path that had previously been defined in my civicrm.settings.php file was no longer valid.  It was /home2/(my cpanel username)/public_html, and that was working fine as of yesterday.  Today it no longer works, because Hostgator now has my home directory named as /home/ instead of /home2/.

So I made that adjustment in the settings file and tried the upgrade script again.  Now my error is this:

If you have moved an existing CiviCRM installation from one location or server to another there are several steps you will need to follow. They are detailed on this CiviCRM wiki page - Moving an Existing Installation to a New Server or Location. A fix for the specific problem that caused this error message to be displayed is to set the value of the config_backend column in the civicrm_domain table to NULL. However we strongly recommend that you review and follow all the steps in that document.

Since nothing actually moved - the host just apparently renamed the root directory - do I really need to follow this procedure?  Is there an easier fix?

Your help is appreciated - we're in the middle of online registration for a major event, so this could not have happened at a worse time.

Update:  I figured out that my latest install had been 4.10, so I reinstalled that version, but now I just get blank pages for all my Civicrm functions.  I haven't changed anything else.   :o   ???

You reinstalled fresh? You deleted civicrm.settings.php and made a new database?

And now the new install fails? Any error recorded in the logs?
