Users... My Keyword search Skills are really failing me! crmUser

I am having a problem either understanding what I've read, or finding the right search terms. You know how you buy a program then you setup who can use it. Thats what I'm looking for. Where in civiCRM do I setup who can use it.  I am trying to setup 2 primary users who will be in charge of creating and documenting contacts and events and such. I am trying to make it so they login and all they see is the CiviCRM menu. I really don't want them poking around in Joomla...thats fer us fart smuckers who will really read enough to be dangerous and guess our way into a mess.
Is this a function that has to be performed in Joomla? Any ideas? I'll take anything!
It's a new install and setup, so I'm not afraid to move to Drupal if that is what is required.

The Google terms you want are "permissions" and "ACLs", which stands for Access Control List.

Unfortunately, permissions are one of the few CMS-specific parts of Civi, and I'm a Drupal guy, so I can't point you to better info.  In Drupal/Civi, there's two places to set these permissions - one in Drupal itself, the other on the CiviCRM menu, under Administer -> Users and Permissions -> Permissions.

Two notes:
1) CiviCRM permissions aren't super-robust - you may not be able to hide EVERYTHING you want from them without getting elbow-deep in hooks etc.  I encourage you to find something that's "good enough".
2) Check out providing CiviCRM profiles - that way, you can hide all the fields they don't need to see in Civi itself, and give them a super-streamlined interface for doing whatever single task they need to do.

Ya, I don't think it is possible to hide the Joomla Admin bar from civiCRM users!

I currently have a setup where only Super Administrators have access to the Joomla admin menu. The admin menu is not visible to any other group of users.

To  hide the Joomla admin menu change the access level on the menu module in the backend. You could create a new access level called "Admenu" and then add super administrators to that level, then change the Admin Menu access (in Extension Manager /Modules/*)
*make sure you change the filter from' site' to 'admin'
