Options for multiple memberships (multiple contacts) in a single signup?

I have a client that would like to allow new members to sign up on behalf of their business (or employer) for a full-price membership in their organization and sign up for a secondary, discounted membership in the same organization but on behalf of a different business (or employer).  Ideally, this would all be accomplished in a single transaction.

Can anyone give me an idea of options for doing this?

I can think of some ways it would work with additional effort involved:
1) Sign up for the full-price membership on behalf of one organization, then log in and sign up for the discounted membership on behalf of the second.
2) Sign up for the full-price membership & pay for the second, using custom fields to hold the additional info - but then how could this be used to automatically generate the second organizational record?

Other ideas would be welcomed!!

Maybe this http://drupal.org/project/webform_civicrm could do it. It does just about everything else. :)

The fee would be paid differently. webform_civicrm can either push a fee to a CiviCRM page I think, or it can connect with Ubercart perhaps.
