I had a user with no pre-existing Drupal account try to register for an event.   He added name/email  as we require a Drupal account be created for new contacts.

He tried to register, but did not complete the payment so we were left with a pending transaction.  This action created a civicrm contact, but no Drupal account.  He returned to try to register another two times, with the same name and email and did not complete the transaction, but rather than adding an additional pending transaction to the first contact record, 2 more contacts were created, but still no Drupal account.

Finally on the 4th try the transaction completed - this created a 4th contact record and did create the Drupal user account.

Is this expected behaviour (create new contact records even though it is the same email address)?  Is there a different way to configure the registration (and membership pages) to prevent multiple contact records  being created with pending transactions for non-authenticated users?  Should we require that they create the Drupal account first by limiting access of event/contribution pages to authenticated users?
