'You do not have permission' error : SOLVED

Joomla 2.5, CiviCRM 4.1.2
I was initially struggling with just Personal Contribution Pages - now every CiviCRM menu link in the front end produces a 'Sorry. A non-recoverable error has occurred. You do not have permission to access this page' error
Any ideas what I did to trigger this (or at least, any ideas how I diagnose it) and any suggestions for how to cure it. CiviCRM is non-usable at the moment

***ADDED ***
OK, so I missed the 'Joomla Access Control' settings ...
Just needed to let Public have access to the various bits instead of leaving them on Inherit.
One question remains - where was it inheriting from?  I can see this being repeated for all user types if I can't set the overall ACL
