Hello bragaidan,

I ran several test scenarios on the demo sites, and as far as I can tell, the only way to restrict who can create a PCP, is to restrict who has access to the campaign. when you create the campaign, make sure that 1) you have a group that contains your board members, and 2) you include this group, and only this group when you create it.

The only other option: A) you have to configure your settings to require Admin approval of all PCPs, and make sure that your Admin has a list of the board members. He/She will then be able to deny anyone who is not a board member.
