online giving dupe rules

How do you manage the rules from online giving pages so I can eliminate duplicates.  Right now almost everyone who renews online (we do not require them to login) is becoming a dupe because they added a comma or period in the address line.  I want the rules to be based on email and last name only.

I have modified the fuzzy rule.  If I modify the strict rule will this apply to our join/contribution forms?
