Error Handling

I was hoping someone could point me to the right direction... This may not even be the correct su topic to post this in... Any help would be appreciated...

I love the clean look of  "Civic-101 Error - You may not be able to visit this page because of:
•an out-of-date bookmark/favourite
•a search engine that has an out-of-date listing for this site
•a mistyped address
•you have no access to this page
•The requested resource was not found.
•An error has occurred while processing your request.

The problem with the above errror is it throws a "HTTP/1.1" 200" and what it needs to give is an " HTTP/1.1" 404,403,410" to let google (or any other crawler) know that they should not go there.

The problem is google will not stop going to outdated links - and is bogging down on my server. I have tried using robots.txt (that only works if google does not have a link to go to)... I have tried .htaccess with no luck.

Example of log entry:
