CiviEvent has sophisticated tools for allowing or dis-allowing on an event-by-event basis whether to allow anonymous registrants to register with an email address associated with a a contact that has already registered.

This is great.

However, it has no impact on someone doing data entry and adding a participant record via the Event -> Register Event Participant menu. You can add the same participant over and and over again to the same event.

This really becomes a problem if you register multiple people by doing a search and then select "Add contacts to Event" because you have no way of knowing if they have already been added.

I've found at least one forum post from someone who *wants* duplicate registrations (http://forum.civicrm.org/index.php/topic,18117.msg75139.html#msg75139). Perhaps there are other use cases.

I know the event configuration page(s) are really long and complicated, so I'm loathe to suggest adding yet another tweak. Any other suggestions or idea?

We get a recurring frequent requests from our users to not allow someone to be registered twice via the backend (meaning not via the internet).  It seems that events in general should have a flag indicating whether they allow duplicate participant records. Currently only online events have that option.
