After reading through http://book.civicrm.org/user/grants/what-is-civigrant
I've set up a grant, added custom fields, but it seems that only "grant administrators" can add grants for a contact?   Is there a way that a contact can complete the part of the application/custom fields, but then the administrator reviews and completes the rest?   Or  does the  grant administrator have to upload the application (a separate form) to the grant?   I could not see how to have the user submit the original application with CiviGrant

(Ideally there would be one form that  contact can create and includes requested amount and other custom fields,  but the approved amount would be added by the administrator.    I set up a system in Drupal for this using field permissions and views to create reports, but it would be nice to have the functionality in Civi with linkage to the contact record.)

Can grants also be used to create negative contributions (as part of accounting?)
