googlenotify.php link prompts for password

Hi,

I had to rebuild my site due to some hacking issues and now I can't get the google payment callback to work.  If I click on the link to my googlenotify.php in a browser I am prompted for a username and password to access it.  I assume this is more of a site permissions setup that a CiviCRM issue but I don't know how to fix it.  Do I open up permissions on the folders leading to it?  (Sounds bad) or is there a way to pass a username and password in the call back?
